Who arranges Medi-Cal rides, plan by plan.

A Medi-Cal managed care plan can arrange rides itself or hand the call center and scheduling to a transportation broker. Which one a plan uses decides where a transportation company gets its trips, its paperwork and, often, its pay.

From DHCS and each plan’s own documents, checked on . Not legal or billing advice.

What a broker does, and what stays with the plan

Under DHCS’s All Plan Letter 22-008, a plan may subcontract a broker to run the call center and to schedule and assign rides. The plan keeps the review of PCS forms, the oversight of its providers and the grievances, and the broker must be able to name the provider and the driver for any ride by date, time, pickup and drop-off place and member.

So a transportation company can be in a broker’s network and still be bound by the plan’s rules: the plan’s notice periods, the plan’s PCS form and, where the plan pays claims itself, the plan’s billing rules.

The same broker, several plans

  • ModivCare: Health Net, Anthem Blue Cross and San Francisco Health Plan.
  • Call the Car: L.A. Care for NEMT and NMT, and IEHP for NMT.
  • American Logistics: Molina.
  • Ventura Transit System: CenCal Health.
  • The plan itself: Partnership HealthPlan, and IEHP for NEMT since May 2026.

One broker can carry trips for several plans, each still with its own approval rules and notice periods. Health Net’s approval comes from its own Care Ride Unit; Anthem’s PCS form goes to ModivCare; San Francisco Health Plan approves NEMT itself before ModivCare books it.

What it means for a transportation company

Each broker sends trips in its own file or portal format and pays by its own process, so each is its own payer with its own rates and trip sheet columns. A company working for two plans through two brokers is running two sets of rules on the same vans the same day, which is what NEMT dispatch software has to keep apart when it assigns a trip and NEMT billing software when it prices one.

Questions

Which Medi-Cal plans use ModivCare?

Of the plans we checked: Health Net, Anthem Blue Cross and San Francisco Health Plan (since December 1, 2024). For Anthem, ModivCare also contracts with transportation providers and pays their claims.

Which plans use Call the Car?

L.A. Care, for both NEMT and NMT, and IEHP for NMT. IEHP has managed its NEMT trips itself since May 12, 2026.

Does every Medi-Cal plan use a broker?

No. Partnership HealthPlan coordinates its rides through its own Transportation Services Department, and IEHP runs its own NEMT. Plans that use a broker still keep the review of PCS forms.
